League Purpose & Values
By taking part in the Ponce Puck Hockey League (PPHL), all members agree to engage in a generally positive manner with fellow players, managers, staff, and spectators. By being involved in the PPHL or the larger Ponce Puck server network, all members agree to uphold these standards to ensure a fair, competitive, and respectful environment.
League Standards:
- Treat other league members with respect and avoid straying from banter to harassment.
- Listen to and communicate with league staff to ensure the PPHL is functioning as intended.
- Compete ethically, and maintain a general level of sportsmanship, and levelheadedness during matches.
- Honor your commitments to teammates and opponents. Respect match schedules and be on time for games.
- Continue to follow established Ponce Puck server rules while engaging in PPHL matches, discussion, or productions.
1Tournament Roles
1.1Commissioner
The commissioner oversees the general operations of the Ponce Puck Hockey League (PPHL) and is the primary decision maker regarding the league's format, structure, and rules. The commissioner is responsible for the selection of league staff and team managers, and can change any part of the league's rulebook, function, or personnel at any time to which they see fit.
1.2Staff
PPHL staff is responsible for being the primary support system for the league, while also working closely with the commissioner to ensure league operations run smoothly. Staff are expected to contribute in some meaningful way if they wish to retain their status as league staff.
Staff members may both play on and/or manage teams; however, they are expected to remain neutral in all league matters involving other teams. In any situation where a staff member's own team is directly involved, responsibility for handling the matter will be deferred to the remaining staff members or the commissioner to avoid conflicts of interest.
1.3Production
League production refers to all individuals who contribute to the presentation and coverage of the league. This may include streaming or recording games, casting matches, creating weekly recap videos or streams, and producing league models, stream assets, or graphics.
1.4Managers
Managers serve as the primary representative of their team, and are responsible for overseeing team operations. Their role is to place their team in the best possible position to succeed while maintaining strong communication with league staff. Managers are expected to be actively involved in the internal workings of their team and to represent their team in all official matters.
At the start of each season, managers are responsible for establishing a team brand. They are then responsible for hosting pick up games to scout players, drafting players to complete their roster, and promptly communicating any roster changes, scheduling changes, and similar requests mid-season to league staff. Managers may also play for their team, but this must be specified prior to the draft. Each team may only have one manager.
1.4.1Manager Removal
In the event a team feels they are being mismanaged, or that their manager is not present enough within the team, they may be removed from the team if at least 75% of the team's players agree to replace them. League staff will then review the teams request to remove their manager, and provide the final ruling on the fate of the team's manager.
1.5Players
Players are the active league eligible participants that are rostered on teams to play in games. Players must play under the same name they signed up under unless notifying staff of an in game name change. Players are eligible to be traded, waived, or signed by their team or other teams. Any player who refuses to play for their team will be subsequently given a season ban from the PPHL.
1.5.1Player Responsibilities
Players are expected to follow all league rules and guidelines while maintaining a respectful and professional attitude in their interactions with fellow league members. Good sportsmanship, cooperation, and respect for opponents, teammates, and staff are required at all times as lines up with stated league values.
Players should include information regarding their current & future schedule/availability in the player application to the best of their ability. If a player's availability drastically changes, they should notify their team manager as soon as possible to help their team prepare in advance.
1.6Free Agents
Individuals that have filled out the player application and were declared eligible prior to the draft, but were not drafted or signed to a team, classify as free agents. Pending approval from league staff, free agents may fill in as substitute players for teams in PPHL games in the event that a team doesn't have enough rostered players for a game. Most free agents are eligible to sign with any team while the transaction window remains open, some premier level free agents may be only able to sign with premier division teams, with these cases being determined by league staff.
2Player Eligibility Guidelines
2.1Player Application Requirement
In order to be an eligible player in the PPHL, every player must submit a player application to be accepted by staff. Upon filling out the player application, players are expected to provide as honest an assessment of their availability/schedule as is possible, and must disclose any information regarding their involvement in other ongoing Puck leagues. Players must be willing to play the role(s) for which they submitted an application for.
While all players are encouraged to apply, not all may be accepted upon review by league staff. Player applications may be denied by league staff due to notable bans or negative behavior from other major Puck leagues, Puck server networks, or Puck server discords. Generally speaking, most player applications will be accepted as long as the player is not known to have a problematic reputation within the broader Puck community.
If a player's application is denied, or ruled to be pending further approval, a staff member will reach out to the applicant to notify them of their status.
2.2Games Played / Combine Requirement
In order to be declared draft eligible, players must have either a sizeable number of games played on the broader Ponce Puck server network, or play in PPHL combine events prior to the draft to allow all managers a fair shot at assessing one's skill. Those who have not played 40 games on Ponce Puck servers will be required to play in 4 combine games to become eligible.
2.3Broader Player Eligibility Requirements
In addition to the requirements detailed enough, broader requirements to maintain PPHL eligibility includes the following:
- Maintain good standing in the broader Ponce Puck server network
- Only play on the steam account provided to league staff in the player application (A change may be requested if desired)
- Are not under investigation or suspended by league staff
3League Structure
3.1League Draft
The PPHL will utilize a draft system to form teams from the player applicant pool. Managers of each team will be given a list of all players declared eligible prior to the draft to select players from. Upon filling out a player application, players may be eligible to be selected as a skater, goalie, or as both depending on the positions they signed up under. After being drafted, players will be removed from the available pool to be picked from, and players will join the team they were drafted by.
3.1.1Draft Order
The PPHL will utilize a draft determined by two weighted draft lotteries. One for the first round, and one for the remaining snake rounds. The draft will run in a snake format to ideally equalize talent between teams, with draft lottery odds being determined via league staff relative to perceived manager talent levels.
3.1.2The Draft Process
Team managers will be in charge of making draft picks for their team, the roster requirements managers must meet go as follows:
- Managers must construct a roster of a minimum of 8 players.
- Managers may construct a roster of up to a maximum of 10 players.
- Managers must select at least 2 players who signed up with a primary position of goaltender.
- If a manager is playing, they are included towards their team's roster total.
- Managers will be given 2 minutes per draft pick to make a selection.
After confirming their selection to league staff, managers may or may not be asked to announce their picks on the "draft stage".
After reaching the league minimum number of players, managers may opt to stop drafting players, or continue drafting players up until the league maximum roster limit. Shortly following the conclusion of the draft, team roles will be distributed to players, and players should join their respective team discords/channels.
3.2Teams
The PPHL will be composed of 14 total teams, with each team being composed of a minimum of 8 players and a maximum of 10 players. Each team must have at least 2 players rostered who applied to be able to play goalie. Teams must stay within these boundaries at all times, regardless of signings, trades, releases, etc. Upon suspension, players will remain as part of their teams player count. Upon a ban, teams must comply to get within these limits if they drop below the player minimum. If a team drops below the player minimum outside of the transaction window, league staff will work with team managers to find the best solution on a case by case basis.
To promote playtime for all players on their roster, team managers should strive to play all their rostered players in at least five games in a season. While not strictly enforced, we heavily advise managers to do this to ensure all players who signed up are seeing some gametime. A "game" in this case would be a player playing in two periods or more of a single match. Players picked up mid-season should generally try to be played in a proportional equivalent to the original 5/20 (¼) recommendation.
3.2.1Team Brandings
Each PPHL team will take on a unique branding not inspired by any currently or previously established hockey team/brand. Each manager will work with league staff prior to the draft to generate a league approved branding, which will consist of the following parts:
- A league approved US or Canadian based City/Region
- A league approved Name
- Three colors for logos, jerseys, etc. (Primary, Secondary, Tertiary)
- A general concept/inspiration for a logo & team identity
3.3Divisions
The PPHL will divide its 14 teams into two divisions. The Premier Division will feature 6 teams, and the Challenger Division will feature 8 teams.
3.4Season Structure
The PPHL regular season and playoffs will be organized to ensure competitive balance, divisional rivalries, and a fair path to the championship.
3.4.1Challenger Division Split
The league's eight challenger division teams will be split evenly into two sub-divisions. Division alignment will be determined by league staff prior to the start of the season.
3.4.2Regular Season Schedule
Each team will play a 20 game regular season. Each team's regular season schedule will break down as follows:
Premier Teams: Each team will play each other Premier Team 4 times, totaling 20 games.
Challenger Teams: Each team will play 20 games, splitting their games into the following:
- In-Division Opponents: Each challenger team will play the other three teams in their division four times each (12 games).
- Out-of-Division Opponents: Each challenger team will play the four teams from the opposite division two times each (8 games).
League staff will publish the official weekly schedule prior to the start of the season, match times themselves will be between 7:30 PM EST and 9 PM EST.
3.4.3Point System
Teams will earn points from games played during the regular season. The points system will be structured as follows:
- Regulation Win — 3 points
- Overtime/Shootout Win — 2 points
- Overtime/Shootout Loss — 1 point
- Regulation Loss — 0 points
3.4.4Premier Division Playoffs
The top four out of the six premier division teams will qualify for the PPHL playoffs.
Seeding will be based on overall regular season points, with tiebreakers determined by league staff (see Section 3.4.6 Tiebreakers).
Playoff Format:
Semifinals:
- (1) vs (4) — Best-of-5 series
- (2) vs (3) — Best-of-5 series
Finals:
- Semifinal winners — Best-of-7 series
The winner of the Finals will be crowned the PPHL Premier Division Champion.
3.4.5Challenger Division Playoffs
Six out of the eight challenger division teams will qualify for the PPHL playoffs.
The top two seeds in both divisions will qualify into the top 4 playoff spots, seeded according to points. The remaining two playoff spots will be determined by the top two remaining teams regardless of division.
Quarterfinals:
- (3) vs (6) — Best-of-5 series
- (4) vs (5) — Best-of-5 series
Semifinals:
- (1) vs (lowest remaining seed) — Best-of-5 series
- (2) vs (highest remaining seed) — Best-of-5 series
Finals:
- Semifinal winners — Best-of-7 series
3.4.6Tiebreakers
Standings tiebreakers will be determined via the following when breaking a tie:
- Points
- Regulation Wins (Wins excluding OT/SO Wins)
- Regulation & Overtime Wins (Wins excluding SO Wins)
- Head to Head Record
- Goal Differential
- Coin Flip
4Player Transactions
4.1General Principles
All player transactions must be conducted with transparency, honesty, and open communication between managers and league staff. Any attempt to misrepresent player availability, status, or ability in the course of a transaction will be subject to disciplinary action. The commissioner and league staff reserve the right to review, approve, reject, or retract any league transactions.
4.2Cross Divisional Functionality
Players drafted to both premier, and challenger divisions may have an opportunity to join a team in the other division, or play in both divisions. Players may always move up to premier division from challenger, and in some cases, move down to challenger from premier.
4.2.1Premier Division Free Agents
Following the beginning of the season, challenger/ division players will be required to answer whether they'd be interested in potentially joining a premier division team. Those who are interested in playing for teams in both divisions will then be put into the premier free agent pool, and will be available to sign with premier division teams while remaining with their challenger division teams, effectively playing for a team in both divisions.
4.2.2Premier Division Releases
Not all players released from premier division teams will automatically be eligible for the challenger division. Staff will review these players on a case by case basis to determine which divisions players released from premier league teams should be eligible for.
4.2.3Cross Divisional Trades
In the event that teams from the Premier and Challenger divisions would like to exchange/trade players, league staff will determine whether a trade is permitted on a case by case basis. Generally speaking, regular starters and upper to mid level premier players will most likely not be allowed to drop down to challenger division.
4.3Trades
Trades may only occur between active managers and must be communicated promptly to league staff for approval before becoming official. All parties involved in a trade must agree to the terms, and managers are expected to represent players and teams truthfully. Trades may involve players only; other non-player assets are not permitted to be used as trade pieces. League staff may veto trades deemed to be collusion, intentionally unbalanced, or damaging to competitive integrity.
4.3.1Transaction Window
The PPHL transaction window will open following the first four games for each division respectively. Before the transaction window opens, the only transactions that may occur are free agent signings and drops to replace players who were non-responsive or inactive following the draft. The transaction window will close following when sixteen games are played in each division respectively. Following the closing, only emergency signings to meet roster minimums may be made.
4.3.2Trade Deadline
The PPHL trade deadline will fall at the same time as the transaction window, following sixteen games into the season respective of each division.
4.4Waivers
Players who are released from their team will enter the waiver system. Waiver priority will be determined by current team standings (least points receives highest priority, most points lowest). If multiple teams place a claim on a player, the team with the higher waiver priority will acquire the player. Successfully claiming a player will move that team to the bottom of the waiver priority order.
4.4.1Cross Divisional Waiver Functionality
Players released by challenger teams will only be eligible to be claimed by challenger teams. Unless otherwise specified by league staff prior to waivers processing, premier division players will only be eligible to be claimed by premier teams.
4.5Player Release & Trade Requests
Players may formally request to be released or traded by communicating with their manager. Managers must relay such requests to league staff in a timely manner, and provide some general context as to why the player is requesting a move. A release request does not guarantee movement; league staff will review circumstances to ensure competitive balance is maintained, and may deem a player ineligible if their request is deemed to be made in bad faith.
4.6Mutual Releases
A mutual release occurs when both a player and manager agree to part ways. Once approved by league staff, the player will enter waivers or free agency, depending on the transaction window.
4.7Team-Enforced Releases
Managers may release a player without mutual agreement, but the decision must be reported immediately to league staff with some reasonable justification. Released players will enter the waiver process as outlined in Section 4.3. Excessive or unjustified forced releases may be subject to league review and penalties.
4.8Roster Lock
Teams may make any kind of transaction following the draft up until the game 16 trade deadline, at which all transactions outside of releases or waiver pick ups will be closed.
5Match Format
5.1General Match Rules
All PPHL games will feature traditional 5v5 play, with each team playing 4 skaters and 1 goalie. Teams may utilize any of the positions on the ice that they wish to play their 4 players.
All official PPHL games must be played in accordance with the schedule provided by league staff. Games will be hosted on official Ponce Puck servers, utilizing the provided Ponce Puck config. League staff will provide details regarding server passwords, and assignments to team managers prior to gametime.
Managers are responsible for ensuring their team arrives on time and prepared to play. A 10 minute grace period after the original scheduled start time of the game may be allowed for technical issues or absences before penalties are assessed.
Matches will be started upon confirmation that both teams are ready to play, and the starting lineups are assigned to the correct teams as indicated prior to the game by league staff.
Server slot priority will always be given to league staff/production upon request instead of excess substitute players.
5.1.1Substitutes
Teams must be able to field a minimum of 4 players and 1 goaltender upon game start time. If teams fail to do so, they will either be forced to find eligible free agents to substitute for their usual rostered players, or forfeit the game resulting in a 3-0 win for the other team for standings purposes.
5.2Game Duration & Format
Matches will follow standard Puck game rules. Default period length will be 6 minutes, with overtime rules as outlined in Section 5.3.
5.3Overtime Rules
Regular Season:
If a game is tied after regulation, it will proceed to an overtime period featuring 3 skaters and 1 goalie per team. If still tied after overtime, the match will be decided in a shootout.
Playoffs:
If a game is tied after regulation, teams will play continuous overtime periods until a winner is decided (sudden death, no shootouts).
5.4Offsides, Icing, & High Sticking
The PPHL will utilize oomtm450's ruleset mod by default. Any offsides, icing, or high sticking calls that are automatically called by the ruleset mod itself are to be taken as valid.
5.5Goaltender Interference
PPHL defines goaltender interference as the following: Goaltender interference occurs when an attacking player, using their body or stick, makes physical contact with the goaltender, impeding their movement or ability to make a save, particularly within the goal crease.
5.5.1Contact In The Crease
Physical contact from an opposing player to a goaltender who is in their crease may be ruled as goaltender interference. This includes circumstances such as the following:
- Players in the crease preventing goalies in the crease from dashing
- Players using their stick to obstruct a goalie's view in the crease
- Players hitting or bumping goaltenders to purposefully or not, score or allow a goal to be scored
- Players intentionally getting behind the goaltender to interfere with their movement
- Intentionally interfering with the goaltenders stick (chopping, lifting etc.) to prevent a goaltender from using their stick to make a save.
The following circumstances will not be counted as goaltender interference when occurring in the crease:
- Incidental physical contact within the crease that is ruled to not have impacted a goaltenders movement/position
- A loose puck in the crease being played to a reasonable level while attempting to avoid overt, blatant contact
- Contact from another player on the goalie's team that incidentally caused the opposing team's player to make contact with the goaltender.
- Contact in which both the goaltender and player utilize their sticks to attempt to play/save the puck at the same time.
5.5.2Contact Outside The Crease
Physical contact from an opposing player to a goaltender near their crease, or returning to their crease may still be ruled as goaltender interference. This includes circumstances such as the following:
- A goaltender who made a play on the puck outside of the crease, being actively interfered with while returning to their crease, within reason.
- Contact to a goaltender who is obviously not attempting to play the puck near their crease that is impacted by physical contact
The following circumstances will not be counted as goaltender interference when occurring outside of the crease:
- Contact with a goaltender who is playing a puck well outside of their crease in a "stick-handling" or "passing" fashion
- Contact with a goaltender who has left their crease to intentionally make contact with an opposing player
While goaltenders are deemed to be eligible for contact when handling the puck outside of their crease, excessive contact/targeting may be punishable upon league review.
5.5.3Goaltender Interference Challenges
While goaltender interference (gint) is already called in oomtm450's ruleset mod, if a team wishes to challenge a called or non-called goal for goaltender inference, they may send a replay/clip to league staff.
League staff will respond as soon as possible to a goaltender inference inquiry if possible mid match, though will reach a decision as soon as possible if staff is not available to convene to render a decision during the playing of a match.
To overturn a Goal/Non-Goal call, there must be generally clear and indisputable evidence that the call/non-call should be overturned according to the league's definition of goaltender interference. If there isn't indisputable evidence, or it is "too close to call", the call will likely stand as it was originally called in game.
5.5.4Goaltender Challenge Impacts
While teams who wish to challenge goaltender interference may do so mid-game, if a decision isn't able to be made mid-game, teams will play out the rest of the game as normal and reach a natural endpoint. If a goaltender interference challenge overturns a goal/non-goal afterwards, league staff will decide what the best way is to determine a winner if the goal would've impacted the match result.
5.6Pulling The Goalie
Upon trailing in a regular season game in the 3rd period, teams may pull their goaltender to gain an additional skater on the ice. Upon trailing by more than 3 goals, teams may no longer pull the goaltender in regular season games, and will play out the rest of the game as normal until either the game ends, or they come within 3 goals again.
In the playoffs, teams may pull goalies at any time pending they are trailing.
To pull the goaltender, the goalie should skate to the left side of the boards relative to their side of the ice. Upon reaching the blue line, at this point the goaltender may swap to be a 5th skater for the trailing team, or the team may substitute another player in as a skater in place of their goaltender.
5.7Positional Swap Abuse
Teams may not, at any point mid play, switch positions to impact the game while the puck is in play. Players may switch position at any stoppage in play, but should never do so mid play as to prevent any positional advantage from the positional spawn point on the ice.
Anyone found to be abusing positional swaps mid-game should be reported to league staff, and will face subsequent punishment as a result.
5.8Too Many Men
Any team who either plays with excess skaters, or pulls the goalie prior to the third period to gain a 5th skater, will be subject to league punishment.
5.9Vision Blocking & Stick Abuse
Any player who is consistently and intentionally blocking other players vision with their stick may be subject to league punishment, and potential match forfeiture if an incident was determined to impact the outcome of a game. While there may inevitably be some instances this happens by coincidence, league staff will review any incidents and determine whether intentional or repeated usage of this tactic merits a punishment or match forfeiture.
5.10Mid-Match Substitutions
Teams may have more players than needed to play in a server lobby, though must abide by the five player maximum on a team at all times.
Teams may however, make substitutions with players at any period intermission in the game, except for following the third period and going into an overtime/shootout period.
Effectively, teams may substitute after both the first, and second period during intermissions.
5.11Player Disconnects
If a player disconnects mid-match for any non-intentional reason, such as an internet outage, game crash, etc., a substitute player may take their place upon the next stoppage. Teams found to be abusing this mechanic to sub players mid period may be subject to punishment by league staff.
5.12Match Chat Spam / Abuse
While on ice players are permitted to (reasonably) use match chat / voice chat, extra spectators may not utilize quick/match chat mid game. If a spectator continues to violate this rule, they may be muted, or subject to league discipline depending on the content of the messages.
6Scheduling & Servers
6.1Match Scheduling
League games will be arbitrarily scheduled by league staff in advance. All published times are in Eastern Standard Time (EST). Managers are responsible for communicating local time zone conversions to their teams.
6.1.1Match Rescheduling
If both teams can agree to a newly scheduled date via discussion between managers, they may request to league staff that their game be moved to a different date/time.
While there is some leeway involving dates a game can be moved to, games should generally try to be played at some point in the same week they were scheduled in, as to not begin bleeding weeks together.
All scheduling decisions or rescheduling are subject to league staff approval. Upon a reschedule being approved, the game's time will be officially updated by league staff.
Managers must submit reschedule requests ≥24 hours before the scheduled match start time. Proof of mutual manager agreement (Discord message link/screenshot) is required.
6.1.2Short-Notice & Emergency Reschedules
Inside 24 hours, only emergencies (widespread outages, server failures, verified personal emergencies, global events) will be considered when deciding if a game should be rescheduled on short notice.
While league staff is willing to work with teams as it's understandable for these types of situations to arise, games should be promptly played following reschedules, and teams suspected of using emergency situations to reschedule on short notice may face league punishment.
6.2Servers
All PPHL games will be designated to take place by default on Chicago based Ponce Puck network servers provided for the PPHL.
Just as with scheduling, if both teams agree to play on a differently located server, they should notify league staff of the arrangement ≥24 hours before the scheduled match start time.
6.2.1Mid-Match Server Issues
If severe, persistent server instability occurs (affecting both teams), managers may mutually agree to a technical pause and player freeze until conditions stabilize.
In the event of a server crash, league staff should be contacted, and managers should detail the state of the game (score, period, time remaining) to league staff.
7Permitted League Mods
The following mods are permitted for play during PPHL matches:
- All mods that are defaultly installed by Ponce Puck servers
- Any mods that only impact game cosmetics (stick skins, jersey skins, rink skins etc, puck trail etc.)
- Any mods that only visually impact gameplay (i.e. Toaster's crispy shadows, Toaster's Celly Cam,)
- IFeelLeftOut or similar mod for goaltenders.
The following mods are not permitted for play during PPHL matches:
- Any mods that change or impact gameplay for the player personally (i.e. Macros, scripts, handedness toggle, anything that provides an unfair advantage for the player)
- Camera mods that provide an unfair advantage for the player
If a player has a specific question about a mod being permitted or not permitted, they should contact league staff.
At any time, league staff may add mods to a banned mod list that may lead to punishment for violators who continue to use them.
8League Discipline
8.1General Principles
Any disciplinary actions issued by league staff in response to violations of the PPHL Rulebook, or broader Ponce Puck server rules, are intended to protect the integrity of the league, ensure fair play, and maintain a respectful environment for all participants.
8.2Suspension Types
- Game Suspension — Player is ineligible to participate in a specific number of scheduled games.
- Series Suspension — Player is ineligible to participate in an entire playoff series.
- Season Suspension — Player is barred from participating in the remainder of the current season.
- Indefinite Suspension / League Ban — Player is ineligible until further review or conditions are met for reinstatement.
8.3Grounds for Suspension
Suspensions may be issued for, but are not limited to, the following:
- Severe or repeated Code of Conduct violations (harassment, toxicity, threats, etc.).
- Use of illegal mods, cheats, or exploits.
- Tampering with match results, game flow, or league operations mid-match.
- Any action deemed by staff to damage the integrity or reputation of the PPHL.
- Corresponding temporary bans from the larger Ponce Puck server network.
8.3.1Grounds for Permanent Bans
Permanent/Indefinite Bans may be issued for, but are not limited to, the following:
- Usage of slurs.
- Account sharing, or misrepresentation of player identity.
- Match throwing, or match fixing to impact league results.
- Corresponding permanent bans from the larger Ponce Puck server network.
8.4Notification of Suspension
League related suspensions will be announced privately to the player and manager before being disclosed publicly. The notice will include the offense, the length of suspension, and the effective dates. Ponce Puck related suspensions will be handled by Ponce Puck staff separately.
8.5Impact of Suspensions
Suspended players may not participate in official matches, whether as a starter or substitute. Suspended players may remain in team Discords but must not disrupt team or league operations. Suspensions count toward roster limits (i.e., the player still occupies a roster slot).
8.6Appeals
All players and managers have the right to appeal suspensions they believe were unjustly applied or excessively harsh.
Appeals must be submitted in writing to league staff via a ticket within 48 hours of suspension notification.
Appeals should include:
- A clear explanation of why the suspension is disputed.
- Any relevant context, screenshots, or replay evidence.
Appeals will be reviewed by the Commissioner and non-related staff members before a decision is issued. League staff can choose to uphold, reduce, or remove a suspension entirely.
The Commissioner holds final authority over appeals. Once an appeal ruling has been issued, the decision is final and any punishments will go into effect.

The PPHL Rulebook is intended to provide structure, clarity, and fairness to league operations. However, it is not an exhaustive document and may not account for every possible situation that arises during the course of a season.
League staff and the commissioner reserve the right to interpret, adjust, or amend rules as necessary to preserve competitive balance, maintain a positive league environment, or address unforeseen circumstances. In cases where the Rulebook does not provide explicit guidance, the commissioner's ruling will serve as the final authority.
By participating in the PPHL, all members acknowledge that the Rulebook may be updated, changed, or clarified at any time, and that continued involvement in the league constitutes acceptance of those updates and decisions made by league staff.
